Institutional GBA+ Capacity

GBA+ is an analytical process used to assess how diverse groups of women, men and non-binary people may experience policies, programs, services and initiatives. GBA+ considerations are discussed and application is determined by the Veterans Review and Appeal Board’s (VRAB, the Board) executive team. In 2020-21, the Board appointed a GBA+ champion representative to support the implementation and application of GBA+. In 2021-22, the Board will continue to allocate part-time resources to develop its capacity in GBA+ as required.

GBA+ training for staff is key to the successful integration of GBA+ throughout the Board. The Board will continue to promote GBA+ training and tools that are available through the Canada School of Public Service and the Women and Gender Equality website; and encourage staff to take part in the GBA+ Awareness Week activities hosted by VAC. The Board will also continue to work with VAC’s Office of Women and LGBTQ2 Veterans to identify and work to address challenges facing these groups of Veterans.

The Board serves a diverse group of Veterans, including factors such as gender, race, ethnicity, religion, age, ability, etc. The organization will continue to apply a GBA+ lens to help ensure we take into consideration the variation in experiences and barriers that different groups face as we develop and improve our program and services, to be more responsive to the unique needs of those we serve.

As the Board identifies GBA+ focal points in the upcoming fiscal year, it will develop measures to successfully implement GBA+ considerations in its operations. The level of analysis and monitoring will also become more robust as we work to increase our reporting capacity, to ensure that gender and diversity are considered within our program, policies and service delivery.

As VAC expands its capacity to collect data, the Board will be able to leverage this information to improve its ability to measure and assess the impacts that intersectional identity factors may have on how our program and services are accessed and experienced by diverse sub-groups of the Veteran population.
